How do I measure the performance of receipts and deliveries?

Go to Inventory ‣ Reporting ‣ Warehouse Analysis. By default it shows the transfers done in the last 30 days as a bar chart by week. Use the filters Done Receipts, Done Deliveries and Done Transfers.
