What it does
Extends viin_fleet_sale (the audience-neutral SO <-> fleet.booking bridge)
with passenger-specific payload mapping:
- Maps the SO line quantity to demand_passengers on the generated booking.
- Sets booking_type to employee (shuttle) or vip_transport (charter /
VIP) based on the fare product's is_vip_transport flag.
- Mirrors the SO line fare as fare_unit_price on the generated booking item
for reporting (the SO line remains the price-of-record).
- Marks lines with the is_fleet_passenger_fare computed flag so the passenger
fare subset is distinguishable from other fleet transport lines.
- Provides the dual-path guard: a booking generated via a fare SO returns
True from _is_commercially_billed(), preventing the expense layer from
also creating an employee reimbursement for the same trip.
